Hawaii State Parks (DLNR): the rule in full

Dogs, on-leash or not, are prohibited in most Hawaii state parks and, except service dogs, are never allowed on beaches run by the DLNR Division of State Parks. Keep dogs leashed and away from Hawaiian monk seals on every shoreline.
